This scene is in "only render" mode.You can inactive it :press N button/ Display /turn off only render
Also if you face a problem with Rig:
1.Open User prefences (ctrl+alt+U)2.File3.Active Auto run python script4.Close Blend file5.Reopen it!-Masoud Zamani, 2017
